From the beginning of his Gospel account, Matthew emphasizes that Jesus is the Promised Messiah. In Matthew 2:6, his paraphrase of Micah's prophecy puts Jesus in sharp contrast, not just with Herod or Israel's past kings, but all the rulers of God's people. Unlike the self-serving leaders of this world, Jesus will rule His people with the love and care of a shepherd for His flock.
